If you are talking about an annual Bake Sale no one is going to bother you. The spirit of the law is protect the public and ensure that food being sold is safe. Consumers understand that a charity bake sale is not a business and even if you are in technical violation of laws concerning operating a Business no one is going to bust your chops.
Have a Bake Sale and don’t sweat it. If some over zealous inspector bothers you, call the elected official that he works for and complain.
